yes, as long as there is a state issue form of photo identification.
There may be a couple states that require an actual license, but I know that many (most?) only require a state issue form of identification to do a title transfer. He can NOT however buy his own insurance, and that's where things would get tricky. And he would not be able to register the car either. So in short, he can OWN the car, but he can't do anything with it besides having it sit in a garage if his name is the only name on the title. |

my cousin is here for school, his parents are still back in asia. he secretly bought an audi s4 and always park few blocks away from my parent house(he is living with them). money is no issue for him but he is a complete jackass. i just dont get how he was allowed to purchase a car and i hope he has insurance.......

It doesnt matter if he has Visa. The vehicle is in his name and he has US Drivers Permit. By law he has to have car insurance and he can get one, but it will cost him a lot more. If he was under 18, he would need a co-signer, because minors cant enter in to any ( or limited) contract legally. I'm guessing he has temp tags, thus he will need insurance to get state tags from VA.
