When you have a picture with lots of noise, try using this. The pic you posted could go without this tool. -Gradient tool (G): Set to radial mode. Use a gradient that goes from white to black. Set the mode to multiply. It provides the darkened borders.

you can take multiple shots using a tripod and then create a single HDR image OR..
You can make a pseudo HDR image. Take an image, make 2 over exposed copies of it and two under exposed copies of it. You can then use the merge to HDR command in photoshop and create something similar to a real HDR shot. Im not sure if you can tone map a pseudo HDR image to make it look like the pictures posted above. Maybe someone more knowledgeable can chime in here. I can show u an example.... BEFORE... AFTER... BEFORE... AFTER...

HDR is done,by combining a number of shots of the same object under different exposures. So you would take lets say 5 shots of you car, under different exposures.
Open Photoshop depending what you use, go under File --> Automate--> Merge to HDR and follow instructions. Hope that helps.
