LONDON (Reuters) - North Wales police couldn't believe their eyes when a camera at a notorious accident spot caught a driver using both hands to put on her make-up.

Donna Maddock, 22, was filmed as she drove along the A499, one of Britain's most dangerous roads. She held a mirror in her left hand and an eye pencil in her right, leaving the steering wheel to itself.

Wednesday, she was fined 200 pounds ($350) with 55 pounds costs and had six penalty points added to her driving license after admitting careless driving at Pwllheli magistrates court.

"A car is a dangerous lump of metal in the wrong hands. You need to be in control at all times, and Miss Maddock's actions beggars belief," said Inspector Essi Ahari in a statement.

A police spokeswoman said the camera had been set up because of the large numbers of collisions and deaths on that stretch of road.

"It is to catch speeding drivers. But when officers saw the film of her applying her makeup it was also obvious that she was committing a careless act," she said.

Yikes! That fine is kind of steep for the UK, I think...

I mean, did you ever watch those high speed police chase documentary-like shows on tv? There was this one episode I remember watching where it was all videos from the UK. There were these crazy guys riding motorcycles on the wrong side of the highway at 200 mph, guys stealing police cars and crashing them through restaurants or stores, little kids stealing cars and having police chase them through the countryside, and when every one of them was caught, they'd give them a 25 pound fine or put their license would go on a 30 day observation or something like that.

I remember even thinking how lenient the driving laws seemed to be over there.

I can text, drive, and put on lipgloss at the same time.. and ive NEVER been in an accident nor even gotten a ticket since 16 yrs old.

Ah, and the only way you would know this for sure is that you've tried it, I assume But I don't know what's worst - a guy putting on makeup in a car or a guy reading Playboy in a car...

Some states here in the US have similar laws. The biggest argument against it is that people do all kinds of things in their cars that distract them from driving (eating, reading, using cell phones, listening to the radio, talking to passengers, etc.). If you are going to ban cellphones, why not ban all those other things. If you make exceptions for hands-free devices, you get into what exactly is a handsfree device. Do you have to be able to dial hands-free or just not have to hold the phone while talking? Does it have to be integrated into the car, or is a headset ok? Then you have people who feel that it violates their privacy to tell them they can't use their phone in their car.

I personally don't have a problem banning cell phone use in cars without a handsfree device, either a headset or integrated into the car. I have seen studies that say driving while talking on a cell phone causes just as many accidents as drunk drivers. I was going to school the other day and was turning left at an intersection. I looked in my rear view mirror and there was a girl on her cell phone, and the front end of the car she was driving was smashed in. She didn't see me slow down to turn at first and had to slam on her brakes. I thought she was going to hit me.
