Time of day won’t affect it. Maybe DRL’s do? But DRL’s are always on anyways. Regardless, I’ve never seen it turn off.

well... it depends. I was picking up someone the other day and sat in the white zone in front of airport terminal the other day.(cops were very lenient since it wasn't busy at the time, so I sat there waiting for over half an hour)

there was a black Dodge pick-up truck right in front of me. (similar to the truck in the picture below) I could clearly see the headlight being reflected in the tailgate of the pick-up. I backed up a couple of feet and was able to see the reflection in his shiny chrome bumper as well. (although usually when I'm stopped behind a black truck at the traffic lights)
