Wow that looks very very similar to the capital building here in Columbia, SC. The building and statues in front still have damage where the Northern military rounds hit. One of the only buildings NOT burned down by General Sherman after the his victory.

Yes it's a water tank. It's set uphill from all the other buildings on the old farmstead.
