No. The slope of the dam was engineered such that the momentum of the average ibex will be such that it will bounce, as it rolls, away from the dam a certain distance where it then proceeds to hit a carefully constructed trampoline. The tension of the trampline is such that it send the dizzy ibex up and over the dam to the lake on the other side....where it either swims to safety or drowns at the bottom. Having a dead pile of ibex at the bottom just isn't good for tourism whereas the site of flying goats makes for great photographic and video memories. The kids love it.
