Question What software to edit M-School DVD footage?

Hoping someone can chime in with experience, or at least a good idea, around what software might be good for editing the DVDs that I was sent from my M-school driving day.

Essentially, the DVD is broken down into chapters, each with a different "run". There are also three "views" on the screen. On the lower left is a view of the guages, on the lower right is the view of me, and the large upper view is the track cam (the front view).

I'd like to rip some of these clips, and IDEALLY just capture the front-facing cam view. The clips would need to be chopped and edited down to remove some dead time, and, I'd also like to add in some music in the background.

Any thoughts on if this is possible, and if so, how I might go about it?
