That is a sampling bias like I have never seen!
You don't need to have your car registered somewhere to get a ticket there. That is just dumb.

I guess it depends on what other car colors are around you. I was driving in my ocean blue a4 doing the same speed (65 limit but doing over 65) as the other cars with rather neutral color and I was the one pulled over by the chp.
I guess I was the colorful seal in the ocean and the shark likes a blue ocean.
