if you're out of state, your chances are pretty much nil. sorry to say. I mean they only accept top 10% of in state students, so you have to have a phenomenal trasncript/extracurriculars/sat grade to be considered.
EDIT: I didnt mean to sound so mean... I'm sorry. In addition, I hear that UC schools are accepting more out of state kids to help cope with the CA budget deficit; so you may be in luck! Good luck

Go to UCLAs teacher center or whatever it is, tell them you want to be a teacher (they dont get a lot of those). Chances of getting in will be good.. once in take the classes you want and graduate with a double major.
