Seems to be missing a lot of details, like how bigger, higher cylinder count helps the issue of more stringent emission requirements.

Yeah does seem to be missing some info. The new regs will put a cap on relative power per litre, seems they aren't as worried about C02 pollution as before from what he says? I don't see how that makes sense though

Edit: He says catalytic converters would grow 3-4x size of what they are now...

“This new regulation is really difficult to fulfil because we will have different cold start emissions side and bigger catalytic converters. When I'm talking bigger, I'm talking a factor of three to four times more, so there will be a small chemical industrial factory in the car to really control this," he says.
