In the People's Republic of California your rates will only go up if it's 51% or greater your fault.

I don't believe that the government mandates that an insurance company raise your rates if there is an accident. Rather, they regulate the ability of insurance companies to raise rates.

There can be many things that one rails against that governments do (or don't do)...I don't see this as one of them.
