Both of the Williams! But then they got butt f'd by their team. Clearly those clowns were not paying attention to the fastest laps being put in by the first cars to change onto the hard tires. Unbelievable they allowed Merc to pit first, thus losing the advantage. LH had to be thinking he was one lucky SOB pitting before either of the Williams cars.
Maybe the rain still screws them, but my goodness that was awful strategy.

Williams might have screwed up by not letting Bottas through but the rain was gonna be the end of the no matter how they started, they have no pace. Rosberg passed both of them very easily when the track was barely damp. Hamilton finally got some luck to go his way and pitted at the exact time, same for Vettel. To me, that was Williams biggest mistake, they should have pitted when they saw Hamilton go in, they could have saved a podium finish

I reckon Williams might be able to salvage a podium even though their car's drivability is poor with inters under rain condition. But if Bottas were to able open up a gap in the beginning, they might able to get a podium even with the rain.

Yea, totally. Hamilton was complaining he had zero grip and darted into the pit lane. Had not not happened he might not have pitted at that moments

Hindsight is a wonderful thing.
Surprised Williams didn't learn from their lesson last year in Austria. They "should've" known they cannot compete head to head with the Mercedes. They "should've" be more bold and creative on their strategy to make sure one of the driver had a chance to win. They "should've" play their cards right when were 1-2 and had all the initiative, and knowing Mercedes won't perform as good behind them compare to clean air. This is how I look, if Williams tells Massa to let Bottas pass; or let Bottas race and overtook Massa in the beginning stage. With Bottas pace and Massa blocking off both Mercedes in turbulent air. Bottas might remain in lead and covered from Mercedes undercut. Then they can won the race in dry. Then the rain came, I still reckon Bottas can be on the podium if they had play their cards right and keep ahead of the Mercedes in the dry. By the time rain drops, they would lose to the Mercs but not the Ferrari probably. Maybe....maybe...
