How does VAT work within the EU?

if i bought something - like a helmet in Latvia and have it shipped to Vienna (freight forwarder)

will i be charged VAT by Austria?

what if I shipped it from Latvia to UK for freight forwarding - will I be charged VAT in UK?

seller won't ship to Australia/New Zealand

Usually yes. You pay tax & import fees on the item & shipping.
