It’s a proposed rule. However, if this administration pushes it forward, one of the coolest things about the EPA is that any administration can reverse the ever living crap out of any dumb ass decisions or “rules”they make. Same thing with other executive branch government agencies. Happens all the time with the ATF. Rut roh

If the electricity being used to charge the EV comes from an coal or natural gas fired power plant, what's the difference between that and a PHEV?

It makes all the difference in relation to if we see a back flip or not. If it is just pure EV, no way it's doable by 2035, they will need to back flip. If it 's like Canada, where they say "ELECTRIC" but the fine print allows PHEV's, then 2035 is doable. I am absolutely certain that 20, 40% of the market will not run a pure EV in 2035, they will need a small backup ICE.

Yes, but we certainly did address all the factors and concerns for owning an EV. As for today, owning an EV is pretty much for the middle middle class or upper middle class families that just want to add another car to their fleet for perhaps commuting or keeping up with the Joneses bragging and conversation piece. Lower middle class, and poor people will never be able to own an EV for the foreseeable future until all of the things we’ve mentioned in this thread get corrected. The electrical grid, charging times, and the amount of charging stations. Until those three things get addressed and completely fixed EV will never outnumber ice. Not in 10 years not in 2035, not in 2045. And most of us on this thread, except for perhaps the threads troll, pretty much all agree on what I just wrote.
