A quick reminder for those who don't pay attention to details in the Stewards Rulings and are saying the incident was 100% the fault of Sir Lewis. Here is the language actually assigning blame PREDOMINATELY to Sir Lewis meaning that Max is also partially to blame. As Toto says, it takes 2 to tango.

“The stewards reviewed video and telemetry evidence,” the stewards said. “Cars 33 [Verstappen] and 44 [Hamilton] entered Turn 9 with Car 33 in the lead and Car 44 slightly behind and on the inside.

“Car 44 was on a line that did not reach the apex of the corner, with room available to the inside.

“When Car 33 turned into the corner, Car 44 did not avoid contact and the left front of Car 44 contacted the right rear of Car 33. Car 44 is judged predominantly at fault.”

Contrast this with the language used in the Sainz-Russell incident the day before:

The official stewards' statements are always written in a very particular manner, and they were clear this time that Hamilton was judged to be 'predominantly' at fault.
As a comparison, when George Russell was handed a three-place grid penalty for his clash with Carlos Sainz Jr in the sprint race, the stewards were explicit that he was fully to blame.
In that verdict, they wrote: "Car 63 is judged at fault for the incident."

This, boys and girls, means that Verstappen is partially at fault for the incident, as well. Which is what many of us have been saying all along.

The most important point is that it was more HAM fault; the FIA explained why, what HAM should have done and why he got penalized.
HAM should have used the free space on the inside left by VER.
HAM should have kept a racing line towards the apex.
Those are the FIA's conclusions what should have been done in this event to avoid the crash.
They don't say anything about what VER should have done to avoid the crash.
So maybe not fully blameless but what he's to blame for leaves the FIA open and is therefore speculative (and apparently not worth to mention, otherwise they did).

But what should have been done (and thus a learning lesson on what the FIA wants to see in the future) are all things that point to HAM.
Doesn't mean that VER should act/drive the same way if he finds himself in that situation. But as he still has 0 penalty points, he's this year at least quite the decent driver as how the FIA likes to see it.

They gave one reason. Him not hitting the apex.

James Allison wrote an excellent piece that clearly delineates the fact that at no point did Sir Lewis violate driving standards as set forth by the FIA in the FIA Sporting Regulations.

There is nothing in the actual regs against anything that Sir Lewis did in the maneuver. Politically, the stewards did what they had to do to quell potential unrest but Karen Horner and Darth Marko blew the lid off that with their big mouths.

I fear that they have awakened a sleeping giant in Sir Lewis. This smacks of 2017 and 2018. And we know what happened in both of those years.

We shall see for the next race. I think that gloves are now off and there will be plenty of fireworks for the rest of the season.

I think the FIA is going to have a very thorough talk with both VER and HAM.
Because taking such risks in pretty much F1's fastest corner (Copse: ~300kph) is I think not something the FIA likes to see. This time VER walked away, but the next person might not be that lucky.
The precedent has been set with this crash so anyone now knows where this is going to.
Nobody wants to see people get killed (or seriously injured), that is very bad for the sport. So the content of such a talk will probably go something like "trying to overtake no matter what the cost will result in immediate disqualification"
