Place holding, at least that's what I call it, is when a girl/guy who is dating someone, engaging with someone other than their gf/bf, which most would consider flirting.

Kinda could mean 2 things.

She/he is getting bored with current bf/gf and is about to sign a new lease.

This may sound weird, but I never really was that guy looking too screw the hottest chick. More so, I looked for chicks to have fun with, depend on and shit. Coincidently, so far they've all been attractive.
