That means any time they want
And obviously when it's dry and starts to rain, they're allowed to change to intermediates/wets. Otherwise it would become very dangerous very fast

What is the rule for a race? The commentators mentioned something about 2 laps

Would like to see these guys race in full wet conditions and take risks as they see fit. Currently F1 waits until conditions are pretty much intermediate tires and then switch to dry. Look at how F1 used to race with poor visibility. No more!
