Its not like Verstappen didn't know passing off track would incur a penalty....see passing Kimi at Austin.
If he could have kept it on track at turn 4 after passing Hamilton he would have done.
He (and his fans) would have to be some sort of numbskull to think he could complete the pass off track without getting a penalty.
Jeez case closed..its a bit sad having to reread all the excuses for his failure every day.

Max's car wasn't quite the real deal then, now it is. RB just have to sort the strategy out a little more and listen to Max, they brought him in for tyres too early when he could have stayed out more.

As far as I know , only MAX in a crappy car was able to beat (sometimes) the Mercedes spaceship !
