I will say the GT games have never been true "simulators" despite the tag line. They were simply better than the competition (the competition at the time being full on arcade games like need for speed). So by comparison it was the most "realistic" game you could get on console.

GT7 is IMO the best and most realistic iteration of the Gran Turismo series (despite all the technical and business issues the game has issued since launch). It's no rf2, but I don't think it's meant to be. I think of it as a more.accessible and approachable realistic racer than hard-core simulators like rf2. I think if you can get past the idea that it's not a truly realistic game compared to... real life... you'll see that it's a lot of fun based just off the variation of cars and tunability.

As for understeering in a GT3 at 40 mph... I'm not sure I'll have to go back and check. I don't recall experiencing wonky issues like that... I'm using a fanatic ddpro setup and it's been fantastic.
