The big thing I had to work through was the CA not knowing you could use BMW Individual for non-paint related option codes but one of the managers there knew the process and got the CA up to speed. After that, it was as you said: I made the order with all the US configurator options I wanted then they edited the 4NB code into the build order request. BMW approved the special order and it flowed through the process as it does for anybody else. It's easy enough but sure is easier for everyone involved when the option is just on the public configurator.
I imagine that this may have been a move to manage component stock by limiting availability in some markets? They pushed past whatever stock limitations they had and removed the Individual gating on its availability in the US. Sounds like a good theory, at least.
It just struck me as a bizarre option miss when I had a COVID-spec A4 Allroad in the mid-trim yet it even managed to have 3-zone climate. Glad Individual was available for the 4-zone climate option because I need a bit more fine grain control over the rear climate with a child in the backseat.
