That's skill. And tons of patience. And sometimes it's "staged." There are places you can go where a trained bird of prey is let loose to fly around while a dozen or so photogs take pics. Or in the case of "fishing" eagles, there is someone with a catapult (I kid you not) launching dead fish out into the water, so the eagles take advantage of the easy meals while a long line of photographers grab their shots.

NOTE: I'm not saying Steve Woods used any such service. But they do exist.
