There are several components here that are of interest. I did NOT research this, so I don't know the dates involved between the incident or the firing, but generally there is a long, involved process before an officer is fired. The force does appear to be excessive from the short clip since the the other officer already had him on the ground. I can't see the hands of the offender at first, and there could have been a weapons threat, but any force used must stop once the arrest is made.
I'll be interested to see what happens with this case in the future.
